In short, Yes!

As long as the usage is entirely non-commercial you can use the new Community Edition completely free of charge.  If you are not entirely sure what non-commercial means, this may be helpful: What Exactly Constitutes Non-Commercial Use?

If you have any form of commercial use in mind, you will need to get a Commercial Licence or even a Pro Licence instead. They may not be free, but they are are still amazing value at less than £1 per week and £2 per week respectively on an annual license… and both come complete with direct technical support from real people. If you choose the Pro Licence you get extended support and additional functionality. The Pipeline Runner Studio project designer and runner tool now comes included with the Community license too!
